"HMS" refers to the Hoarding Management System developed for Raipur Municipal Corporation.
"User" refers to any individual, agency, or organization accessing or using this system, including advertising vendors and RMC officials.
"Platform" refers to the web and mobile-based application used to manage hoarding-related activities.
2. Use of the Platform
- The Platform is intended solely for lawful use to register, manage, pay for, and monitor hoardings within Raipur city limits.
- Users must provide accurate and complete information during registration.
- Misuse of the platform for fraudulent activities or submission of false information may result in suspension or legal action.
3. User Registration
- Registration is mandatory for advertising agencies and vendors wishing to apply for hoarding space.
- Users will receive an OTP-based authentication and are responsible for maintaining the confidentiality of their login credentials.
4. Payments
- All payments for hoarding rentals, renewals, or penalties must be made through the integrated payment gateway.
- Raipur Municipal Corporation shall not be liable for any failed transactions due to third-party payment gateway issues.
- No refunds shall be issued except in case of duplicate or incorrect transactions, subject to verification.
5. Data Usage and Privacy
- All data submitted through this platform, including geo-tagged images and documents, will be stored securely and used for municipal governance and monitoring.
- The user consents to RMC using this data for audits, verifications, and public record purposes as per applicable laws.
- No personal information will be shared with third parties without user consent, except as required by law.
6. Content Ownership
- All content, including maps, logos, forms, and reports, is the property of Raipur Municipal Corporation.
- Users may not reproduce, redistribute, or modify the content without written permission.
7. System Availability
- RMC aims to maintain 24/7 availability of the platform. However, it may be temporarily unavailable during maintenance or due to technical issues.
- RMC shall not be held liable for any losses due to system downtime.
8. Limitation of Liability
- RMC and its development partners (Entit Consultancy Services Pvt. Ltd.) shall not be liable for indirect, incidental, or consequential damages arising out of the use of this platform.
9. Modification of Terms
- These Terms and Conditions may be updated at any time without prior notice.
- Continued use of the platform after changes are made implies acceptance of the revised terms.
10. Governing Law
- These terms are governed by the laws of the State of Chhattisgarh, India.
- Any disputes arising shall be subject to the jurisdiction of courts located in Raipur, Chhattisgarh.
